I've managed to murder twenty-five people so far without getting caught. Yet, so far, I haven't felt the rush of power one gets as one passes an arbitrary experience boundary to go up a level.

I figured there were two possible explanations; either I was a lot higher level already than I figured, or the people I was killing weren't high enough level. This seemed plausible since I'd been mostly killing children up until this point. The last six murders, however, have been high-ranking police officers. I figured that they were at least level six warriors, so I should gone up a level by now.. but still nothing. Tell me; how many more people do I have to kill to go up a level?

It may be possible that youre so high level that you're the only person that can give you XP now. Im hoping you pick up on the obvious string of logic here.
